Trade Between the Heights

The Upper and Lower City rely on one another while sharing neither status nor power equally.

The Upper City benefits from regulated overland trade, property and control of major crossings. The Lower City supplies skilled workers, infrastructure maintenance, manufacturing, workshops, transport and river commerce.

Goods and workers move between the districts through established connections. Wealth earned in the Lower City does not itself grant Upper City residency or political rights.
